A Click on Start, F type cmd in the search bar, right-click cmd.exe
A Select run as administrator.

S Stop the Windows Update service by typing the F following command: net stop wuauserv

S Rename the "softwaredistribution" file by typing the following command: ren %windir%SoftwareDistribution S SoftwareDistribution.Old

S Restart Windows Update service:
S net start wuauserv

S Try to install .NET Framework 4 again.
